I like the closed ecosystem of a console, as I'm almost guaranteed to have an identical playing experience to anybody else that buys a certain game (peripherals/TV/internet aside). I know that if I go from my home console to playing something at work or a friend's house that everything's the same; no major fluctuations in frame rate, resolution or anything like that.
For somebody that wants a customised experience a PC is obviously the way to go but it's not something I'm after. The only game I ever really played on PC was Hearthstone and once that became available on mobile I hardly ever touched the desktop client again.
As for "Neo", it's a sensible move as the PS4 & Xbox One were already underspecced compared to PCs on launch*. I'm sure it's tied to PSVR as well since resolution and frame rate are very important when playing in a VR environment^. It's just awkward for anyone that already has a PS4 as their system is no longer identical to every other PS4 owner, and when it comes to Multiplayer there may be some key differences between playing on a "Neo" or on a standard console (like frame rate).
In any case, I'm an Xbox owner and don't plan on buying a PS4 anytime soon. If I was going to get one in 2016 I wouldn't now however, as I'd rather wait for the "Neo" and get that instead.
* The PS3 and Xbox 360 were, at the time, slightly above what most gaming PCs could handle. Obviously that's not possible these days due to component costs etc. Nobody wants to buy a £400 console anymore when a gaming PC can provide better specs for a lower price.
^ I've tried out a PSVR (or Morpheus as it was known at the time) at work. Even with the tech demos it was obvious that you were playing a sub-1080p game, thus breaking the immersion of the experience.
